Hong Kong has attracted 18 additional strategic enterprises, securing investment commitments exceeding HK$10 billion (US$1.28 billion), as the city strengthens its position as an international hub for financial technology, artificial intelligence, advanced manufacturing and healthcare innovation.

The latest group includes major international companies such as Johnson & Johnson, Solana and Swiss precious metals specialist Valcambi. Their expansion reflects Hong Kong’s efforts to attract global businesses while accelerating economic diversification and technological development.

The companies signed agreements on October 22 with the Office for Attracting Strategic Enterprises (OASES), a government agency responsible for encouraging high-value businesses to establish or expand operations in the city. Approximately half of the participating companies originate from mainland China, while the remaining enterprises represent international markets.

Strategic Investment Push Strengthens Hong Kong’s Economy

The latest agreements represent the seventh batch of strategic enterprises recruited through the government-backed initiative.

With these additions, Hong Kong has attracted 142 strategic enterprises, collectively expected to generate approximately HK$84 billion in investment and create around 27,000 employment opportunities.

Financial Secretary Paul Chan Mo-po highlighted the importance of connecting financial resources, research capabilities, skilled professionals and industrial development to strengthen the city’s competitiveness.

According to government figures, investments from the first six batches exceeded initial expectations by 30%, while employment creation surpassed projections by 34%. Participating companies have also occupied more than 2.8 million square feet of commercial and industrial space.

Fintech, Healthcare and Advanced Manufacturing Drive Expansion

The latest investment commitments cover several emerging industries, including fintech, artificial intelligence, life sciences, new energy and smart mobility.

Healthcare technology is expected to benefit from companies developing AI-powered systems capable of identifying potential patient deterioration, allowing medical professionals to intervene earlier.

Meanwhile, businesses specializing in intelligent vehicle technologies plan to explore electric mobility solutions and connected transportation infrastructure.

Hong Kong is also attracting precious metals businesses, with international refining companies exploring opportunities to expand gold production, storage and trading activities within the city.

These developments could strengthen Hong Kong’s industrial ecosystem while creating opportunities for technology partnerships and international business collaboration.

Hong Kong Targets Long-Term Innovation Growth

The government’s broader strategy includes developing the Northern Metropolis as an innovation and technology centre, supported by research institutions, universities and industrial infrastructure.

Authorities are also strengthening cooperation across the Guangdong-Hong Kong-Macao Greater Bay Area to facilitate cross-border research, investment and commercial activities.

The latest investment commitments highlight Hong Kong’s ambition to move beyond its traditional financial services strengths and establish a more diversified, technology-driven economy.

However, the long-term economic impact will depend on how effectively participating companies translate their investment commitments into operational expansion, employment opportunities and sustainable industrial growth.
