Hong Kong has designated Nasdaq-listed Solana Company (HSDT) as a strategic enterprise, strengthening its efforts to attract blockchain infrastructure businesses and establish itself as an Asia-Pacific digital asset hub.
Announced on October 26, the designation places Solana Company in the seventh batch of the government’s Office for Attracting Strategic Enterprises (OASES) programme. The company is the only blockchain infrastructure business selected this year. The latest group includes 18 companies, bringing total participation in the programme to 142.
Solana Company Joins Hong Kong’s OASES Programme
Under the initiative, Solana Company will receive a dedicated government contact, streamlined assistance with overseas recruitment, and introductions to local institutional investors and business partners. The support is intended to simplify expansion, although strategic enterprise status does not automatically guarantee subsidies, tax benefits, or direct financial assistance.
Solana Company operates staking and validator infrastructure for the Solana blockchain. It also advises financial institutions on blockchain adoption and maintains Solana as part of its digital asset treasury strategy.
Solana Company Plans Pacific Backbone Infrastructure in Hong Kong
The company plans to use Hong Kong as a regional base for Pacific Backbone, a project designed to reduce communication latency across blockchain networks in the Asia-Pacific region. Its plans include establishing validator operating infrastructure locally, potentially strengthening network connectivity and supporting blockchain operations across regional markets.
Hong Kong has been working to attract virtual-asset businesses as it competes with Singapore and other financial centres for digital asset investment. The latest designation signals an interest in developing the infrastructure layer of blockchain networks, beyond attracting cryptocurrency exchanges and trading platforms.
The initiative could also encourage further institutional engagement with blockchain technology, although its eventual economic impact will depend on execution, investment, and regulatory conditions.

Blockwind News Analysis: What Solana’s Selection Means for Hong Kong
Solana Company’s selection highlights a strategic shift in Hong Kong’s digital asset ambitions: attracting businesses that maintain blockchain networks, rather than focusing exclusively on trading activity. Validator infrastructure and low-latency connectivity can influence transaction processing, network reliability, and the ability of financial institutions to develop blockchain-based services.
Pacific Backbone could become an important regional project if it delivers measurable improvements in connectivity and attracts institutional users. However, the announcement establishes an intention, not proof of completed infrastructure or commercial demand. Technical performance, operating costs, network security, and partnerships will determine whether the initiative gains traction.
Government facilitation may help companies navigate recruitment and institutional introductions, but administrative support alone cannot guarantee business growth. Regulatory clarity and sustained investment remain essential.
For Hong Kong, the broader test is whether strategic designations translate into operating infrastructure, skilled employment, and real economic activity. The Solana Company initiative provides a signal of direction; its lasting significance will depend on measurable results rather than the designation itself.
