Hong Kong & China Ink AI–Blockchain Pact to Power Digital Economy Growth

Hong Kong and mainland China have signed a new agreement to work together on artificial intelligence, blockchain, and the digital economy.

The deal was made during a meeting in Hong Kong between Chief Executive John Lee Ka-chiu and Zhuang Rongwen, Director of the Cyberspace Administration of China (CAC).

As part of this cooperation, officials from Hong Kong’s Innovation, Technology and Industry Bureau and the CAC signed a Memorandum of Understanding (MOU). This agreement focuses on working together in key areas such as artificial intelligence (AI), blockchain technology, and the safe flow of data across borders.

The main goal of the MOU is to help Hong Kong grow as a leading international centre for innovation and technology. Both sides also agreed to strengthen cooperation in cybersecurity and promote the development of the digital economy through the use of advanced technologies.

Officials said that this partnership fits well with China’s long-term national development plans. It also supports Hong Kong’s role in connecting with mainland China’s wider economic and technology strategies. By working closely together, both sides aim to create better conditions for digital growth, research, and innovation.

John Lee said that Hong Kong will continue to build its position as a global hub for technology, investment, and innovation under the “one country, two systems” framework. He added that the city’s strong international connections and support from mainland China give it a unique advantage in developing new technology sectors.

The CAC also highlighted that this agreement is designed to support long-term innovation goals. By sharing knowledge, improving data cooperation, and promoting the use of AI and blockchain, both Hong Kong and mainland China hope to speed up the growth of their digital economies.

Overall, the agreement marks an important step in strengthening technology ties between Hong Kong and mainland China, with a clear focus on innovation, security, and digital transformation for the future.
