Pakistan has become the first country to join Hong Kong’s ValidAP digital trade verification platform, marking a new step in the country’s efforts to digitise cross-border trade and strengthen the verification of electronic trade documents.
The integration between Pakistan Single Window (PSW) and ValidAP became operational on September 25, 2026. The platform, developed and hosted by Hong Kong’s Customs and Excise Department, uses blockchain and cryptographic technology to allow electronic trade documents to be independently checked for authenticity and integrity.
Under the system, documents issued through Pakistan Single Window can be verified without the original document or its sensitive information being transferred to or stored on the ValidAP platform. This is designed to provide a way for authorities and other relevant parties to confirm whether a document is genuine and has remained unchanged.
The development follows a Memorandum of Understanding signed between Pakistan Customs and Hong Kong’s Customs and Excise Department on May 18, 2026. The agreement formalised Pakistan Customs’ participation in the ValidAP initiative and paved the way for the integration with PSW.
How ValidAP Verifies Digital Trade Documents
ValidAP works by generating a unique digital fingerprint, known as a hash, for an electronic document. The hash can then be used to check the document’s authenticity and detect whether its contents have been modified. The approach allows verification without exposing the underlying trade information.
Blockchain Verification Without Exposing Trade Data
The technology has previously been presented within the World Customs Organization’s Asia-Pacific customs community. According to the WCO, ValidAP can generate a document hash locally and record it as a digital seal on a blockchain, allowing a document to be checked against the recorded value. Pakistan’s participation connects its existing digital trade infrastructure with a broader regional effort to establish trusted systems for electronic documentation. Pakistan Single Window already provides a central digital platform for traders to submit information and documents related to import, export and transit procedures.
The ValidAP integration could reduce dependence on paper-based verification while supporting faster processing of international trade documents. It also provides a mechanism for maintaining document confidentiality while enabling independent verification.
What ValidAP Integration Means for Pakistan Customs
For Pakistan Customs, the implementation represents the country’s first use of ValidAP-based digital document verification. It also highlights how blockchain-based infrastructure can be applied to practical trade processes, particularly where document authenticity and data security are important for cross-border transactions.
