Japan Eyes Blockchain for Instant Stock and Government Bond Settlement

Japan is considering blockchain technology to modernize the settlement of stocks and Japanese government bonds, with a potential system that could enable transactions to be settled almost instantly, according to a report by Nikkei.

Japan Plans Blockchain Settlement Study Group

The Financial Services Agency, Ministry of Finance, Bank of Japan and financial institutions are expected to establish a study group this summer to examine the proposed infrastructure. According to the report, the group could develop an initial development plan as early as the beginning of 2027.

The initiative reflects Japan’s growing interest in using blockchain and distributed ledger technology to make financial-market infrastructure faster and more efficient.

Under Japan’s existing system, there is a gap between the execution of a securities transaction and the final settlement of cash and assets. Stock trades currently settle two business days after execution, while Japanese government bond transactions generally settle one day after the trade.

How Blockchain Could Enable Instant Securities Settlement

A blockchain-based infrastructure could potentially reduce this settlement period dramatically by allowing securities and corresponding payments to be recorded and transferred on a shared digital platform.

If implemented, investors could receive funds from asset sales almost immediately and potentially reinvest those proceeds without waiting for the conventional settlement cycle to finish.

The proposed infrastructure would also examine how blockchain technology could be designed specifically for Japan’s financial markets, rather than simply adopting an existing public blockchain network.

The planned study group is expected to bring together Japan’s key financial authorities and private-sector institutions. Its responsibilities could include determining the architecture of the blockchain network, defining the roles of participating agencies and financial institutions, and creating a roadmap for implementation.

The project would therefore require more than simply introducing blockchain technology. Regulators and financial institutions would need to address cybersecurity, operational resilience, interoperability, legal requirements, and the management of digital records.

Japan Targets Early 2030s for Blockchain Settlement System

According to the Nikkei report, actual operations could begin within several years if the proposed plans receive formal approval. The system could potentially become operational in the early 2030s.

The timeline highlights the scale of the project. Japan would need to develop and test the infrastructure before connecting it with the country’s existing securities and payment systems.

The initiative could also eventually extend beyond domestic securities markets. Nikkei reported that the proposed instant-payment infrastructure could potentially be used for international remittances, creating another possible application for blockchain-based financial settlement.

Japan has increasingly explored blockchain and tokenisation as financial institutions worldwide experiment with digital securities, tokenised deposits and faster settlement networks.

A successful blockchain-based settlement system could reduce counterparty and settlement risks while improving liquidity management and operational efficiency. It could also allow financial-market transactions to move closer to a continuous, real-time model.

For now, Japan’s proposal remains at the study stage. If the project progresses according to the reported timeline, it could eventually transform how stocks and government bonds are settled and position blockchain technology as a core component of Japan’s future financial infrastructure.
