A consortium led by FORMS Syntron Information (HK) Limited (FORMS HK), alongside Chainlink, APEX Group, CSpro and Blockchain Valley@Cyberport, has launched the Tokenized Securities Framework (TSF), a new digital financial market infrastructure aimed at supporting the issuance, distribution and settlement of tokenized securities within Hong Kong’s regulated financial ecosystem.
What Is Hong Kong’s Tokenized Securities Framework?
The initiative seeks to accelerate institutional adoption of tokenized securities by connecting blockchain technology with existing financial market infrastructure. Developed under the Blockchain Valley@Cyberport ecosystem, TSF brings together financial institutions, technology providers, regulated intermediaries and market participants to support the next phase of Hong Kong’s digital capital markets.
The launch comes as global interest in tokenized financial assets continues to grow. Hong Kong has positioned itself as one of the leading jurisdictions for digital assets through clear regulatory policies and ongoing efforts to integrate blockchain technology into traditional finance. TSF aims to transform those regulatory foundations into an operational framework that enables financial institutions to issue and manage tokenized securities while remaining compliant with existing market regulations.
How TSF Manages the Tokenized Securities Lifecycle
At its core, TSF standardizes the complete lifecycle of tokenized securities—from issuance and investor onboarding to settlement, servicing and ongoing operations. The framework initially adopts the ERC-3643 token standard, which embeds compliance controls directly into digital assets while allowing permissioned access for authorized participants. It has also been designed to remain blockchain-agnostic, enabling future integration with multiple blockchain networks and financial infrastructures.
One of the key features of TSF is its ability to bridge tokenized assets with regulated banking systems. The framework supports Delivery-versus-Payment (DvP) settlement by integrating tokenized securities with digital money infrastructure, including tokenized bank deposits and regulated settlement mechanisms.
What Is TS Connect and How Does It Work?
The ecosystem also introduces TS Connect, an execution and distribution layer that facilitates investor onboarding, workflow management and institutional participation. The platform supports pilot projects, sandbox testing and interoperability trials, allowing financial institutions to validate tokenized securities before broader commercial deployment.
Each founding partner contributes specialized capabilities to the framework. FORMS HK provides infrastructure orchestration and banking integration, while Chainlink delivers cross-chain interoperability through its Cross-Chain Interoperability Protocol (CCIP) alongside compliance and identity management tools. APEX Group supports tokenization technology and asset servicing, CSpro focuses on asset origination and regulated distribution, and Blockchain Valley@Cyberport coordinates ecosystem collaboration and industry innovation.
The consortium said TSF has been designed for real-world implementation rather than experimental blockchain projects. By integrating with existing financial systems instead of replacing them, the framework enables financial institutions to adopt tokenized securities with minimal disruption to their current operations.
Looking ahead, the founding partners plan to expand the TSF ecosystem through pilot programs, industry collaboration and additional market participants. The initiative is expected to support broader adoption of tokenized securities while strengthening Hong Kong’s position as a global hub for regulated digital assets and blockchain-powered capital markets.
