HONG KONG \u2014 “My agent did that. I didn’t do it.”

I put that hypothetical to three payments executives as the moderator of a panel at Hong Kong FinTech Week<\/u><\/a>, and it hung over the room like an unpaid chargeback. AI agents are learning to shop and pay on their owners’ behalf. When one buys the wrong thing \u2014 or gets scammed, or wanders off script \u2014 who eats the loss?<\/p>\n\n\n\n

It was a fitting opening for a discussion billed as “accountability laundering,” and the answers said as much about each executive’s business as about the technology itself.<\/p>\n\n\n\n

How AI Agents Are Changing Shopping and Payments<\/strong> <\/strong><\/p>\n\n\n\n

For Tim Ying<\/u><\/a>, the chief executive of Octopus,<\/u><\/a> the stored-value card nearly every Hongkonger carries, the industry must first understand its own architecture. “The industry is going to be almost like a two-layer cake,” he told me. The top layer owns the customer interaction \u2014 research, discovery. The bottom layer hides the complexity: merchant integrations, back-end payments, everything designed “to reduce the friction for the customer.” The winners in agentic commerce, he predicted, “will either play in the first layer, or in the second layer \u2014 that aggregated integration layer.”<\/p>\n\n\n\n

Mr. Ying, a product man, offered his profession’s arithmetic: “Desire minus friction equals to conversion.” Payments should work “just as simple as the water that runs in your pipes,” he said. “Likewise, for AI payments, you don’t want to think about it.”<\/p>\n\n\n\n

But trust, he conceded, is the one ingredient that cannot be designed away. E-commerce languished as a research-and-discovery tool, he noted, until PayPal offered 100 percent buyer protection and Alibaba’s Taobao held payments in escrow until customers confirmed delivery. “In order for agentic commerce to move from research and discovery to actual financial transactions,” he said, “you also have to be able to address that fundamental trust issue.”<\/p>\n\n\n\n

Who Is Liable When an AI Shopping Agent Makes a Mistake?<\/strong> <\/strong><\/p>\n\n\n\n

Wolf Ruzicka<\/u><\/a>, the chief commercial officer of the payments company Unlimit<\/u><\/a> and an OG on machine learning before it\u2019s call AI, dismissed the liability question with an engineer’s shrug. Payment processors, he noted, are deterministic businesses hauling money from point A to point B. “You don’t insert a probabilistic technology like an agent into it,” he said. “An agent is not a legal entity. You can’t sue an agent, but every agent has an originator.” He keeps several himself, he added, “almost like an octopus into various areas \u2014 but every single octopus arm leads back to Wolf. That’s where the chargebacks happen.”<\/p>\n\n\n\n

Know Your Agent: Why AI Payments Need Identity Verification<\/strong> <\/strong><\/p>\n\n\n\n

Jason Chan<\/u><\/a>, who leads Asia-Pacific government relations at the identity-verification firm Sumsub<\/u><\/a>, fielded the question directly, and his answer was the least comforting to machine romantics. “The agent itself is never the responsible party,” he said, echoing regulators across the region. “It’s always the human who is behind the agent who holds the ultimate responsibility.” His firm is building what it calls “Know Your Agent” \u2014 essentially KYC for software \u2014 binding each agent to a verified human identity so any wayward transaction can be traced back to an individual.<\/p>\n\n\n\n

He arrived armed with his own firm’s numbers. A Sumsub survey of 720 executives across nine Asia-Pacific markets, released in August, found that 94 percent of Hong Kong businesses are using or piloting multi-step AI agents<\/u><\/a> \u2014 yet only 36 percent can produce secure, tamper-proof records of what those agents actually did, a mismatch the firm calls “accountability asymmetry.”<\/p>\n\n\n\n

“I’m scared that AI would become so ubiquitous that the adoption outpaces the governance,” Mr. Chan said. Standards remain fragmented; major e-commerce sites have blocked shopping agents for want of a common communication protocol. “It’s the early days,” he said. “Everyone is trying to go ahead and build its own standard.”<\/p>\n\n\n\n

On standards, Mr. Ruzicka reached for a traveler’s metaphor. The world never unified its electrical plugs, he observed, so adapters did the job. Payment companies must become “this electrical converter” across jurisdictions, he said, “and not mistake each other as competitors.”<\/p>\n\n\n\n

Mr. Ying’s optimism never wavered. “I’m not scared,” he said when I asked what kept him up at night. “I’m actually quite optimistic.” What excites him is the fork in the road \u2014 “a tale of two cities,” one permissioned and rules-based, in the mold of Siri or Gemini; the other permissionless and decentralized. “Both of those futures are possible,” he said. “You may turn left, you may turn right.”<\/p>\n\n\n\n

What Comes Next for AI Shopping Agents and Consumer Protection?<\/strong> <\/strong><\/p>\n\n\n\n

Back on land, the challenges ahead would test any traveler’s faith. Shopping agents remain walled out of major retail platforms. The first spectacular rogue-agent failure is widely regarded as a matter of when, not if. And Hong Kongers, who tap their way through fare gates in 0.3 seconds, may prove less sanguine when the agent doing the tapping starts improvising. Consumer law, after all, was written for a thumb on a phone \u2014 not a chatbot with a wallet. One bright spot: 98 percent of Hong Kong businesses told Sumsub they’re ready for third-party verification of their agents \u2014 the market for the remedy, it seems, is already sold.<\/p>\n\n\n\n
