{"id":12769,"date":"2026-10-20T01:31:08","date_gmt":"2026-10-20T01:31:08","guid":{"rendered":"https:\/\/blockwind.io\/hk-en\/?p=12769"},"modified":"2026-10-20T01:33:08","modified_gmt":"2026-10-20T01:33:08","slug":"opinion-the-three-compliance-lessons-that-the-stablecoin-story-of-2025-2026-will-not-let-us-forget","status":"publish","type":"post","link":"https:\/\/blockwind.io\/hk-en\/opinion-the-three-compliance-lessons-that-the-stablecoin-story-of-2025-2026-will-not-let-us-forget\/","title":{"rendered":"Opinion: The Three Compliance Lessons That the Stablecoin Story of 2025-2026 Will Not Let Us Forget"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">20<sup><sup>th<\/sup><\/sup>&nbsp;October, 2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By Cyrus Tong<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When I wrote the first edition of The FinReg Chronicle, the stablecoin conversation was dominated by speculation about whether regulatory frameworks would ever arrive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether institutional adoption was real, and whether compliance professionals needed to pay serious attention to an asset class that most of their peers were still describing as fringe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fifty-two editions later, none of those questions remain open.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This anniversary edition does not introduce a new story.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It examines the story that the past year told consistently, in the same direction, across every jurisdiction we covered, and draws the compliance implications that the full arc makes visible in a way that no individual edition could.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Regulatory Frameworks Arrived. All of Them, Simultaneously<\/strong> <strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most significant single fact of the past twelve months is one that would have been difficult to predict when we started:&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The major regulatory frameworks for stablecoin issuance did not arrive sequentially.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They arrived simultaneously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GENIUS Act was signed into law in July 2025, establishing America\u2019s first federal framework for payment stablecoin issuance. MiCA\u2019s transitional period expired on July 1, 2026, transforming Europe\u2019s compliance landscape overnight, with 83 percent of previously registered crypto firms failing to secure authorisation under the new standard.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hong Kong\u2019s Stablecoins Ordinance came into force in August 2025, producing the HKMA\u2019s first two licences in April 2026.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Singapore\u2019s MAS Payment Services Act amendments entered consultation in September 2026.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FCA published its final PS26\/10 rules on June 30, 2026.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UK and US published their first bilateral Joint Statement on stablecoins in July 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For compliance professionals, this simultaneity created a planning environment unlike any previous regulatory transition in financial services.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was no lead jurisdiction to follow.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No template to copy.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Institutions building toward one framework were building toward all of them at the same time, or falling behind all of them at the same time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Institutional Adoption That Nobody Could Still Call Fringe<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside the regulatory frameworks, we documented twelve months of institutional adoption at a scale that permanently retired the word \u201cfringe\u201d from the stablecoin vocabulary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Open USD launched on June 30, 2026, backed by more than 140 companies including Visa, Mastercard, BlackRock, Goldman Sachs, Stripe, BNY, and Standard Chartered, a consortium that chose shared reserve yield economics as the mechanism for aligning institutional incentives around a single stablecoin standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Twenty-one banks across five continents announced the formation of a new stablecoin company in September 2026, committing explicitly to dual GENIUS Act and MiCA compliance from day one, the first major consortium to make that dual commitment at the design stage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">USDGO grew from $100 million to $1 billion in circulating supply in three months, demonstrating that the demand for compliant, institutionally-backed stablecoin infrastructure in APAC cross-border payment corridors was not waiting for the frameworks to finalise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HSBC named its HKD stablecoin RedCoin.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HKDAP launched under HKMA supervision.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BlackRock launched BRSRV, a product purpose-built to qualify as a GENIUS Act-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">eligible reserve asset.&nbsp;Circle acquired Tazapay for $400 million, purchasing the regulatory licence estate across four jurisdictions rather than the payment volume those licences enabled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McKinsey and Artemis Analytics published the analysis that reframed the entire market sizing conversation: of the $35 trillion in reported stablecoin transaction volume, $390 billion was genuine payment activity, 0.02 percent of global payments, growing at a rate that doubled in a single year.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The headline number was fiction.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The underlying reality was a payment infrastructure that had already integrated into the real economy across B2B corridors, cross-border remittances, and merchant settlement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Three Compliance Lessons the Year Taught<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across fifty-two editions, three themes repeated with enough consistency that they deserve to be named as the compliance lessons of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>(1) The compliance licence estate is a primary asset, not a cost of doing business.<\/strong><strong>&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Circle\u2019s acquisition of Tazapay made this argument with $400 million of institutional conviction.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The regulatory licences across MAS, FINTRAC, AUSTRAC, and FinCEN, built over years, one regulatory relationship at a time, were worth more than the $25 billion in annualised payment volume they enabled.&nbsp;Every compliance professional advising on stablecoin infrastructure needs to internalise that valuation framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>(2) Compliance infrastructure built first produces durable competitive advantage.<\/strong><strong>&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MiCA\u2019s July 1 deadline proved this in the starkest possible terms.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The firms that invested early (Coinbase, Kraken, Bitpanda, Bitvavo) inherited the European market.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The firms that waited to feel certain before building were filing licence applications while others were already processing volume.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Binance entered July 2026 without a CASP licence.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tether chose not to seek MiCA authorisation.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The market responded to both decisions accordingly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>(3) Regulatory convergence is real and accelerating.<\/strong><strong>&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ECB\u2019s proposal to replace MiCA\u2019s bank deposit floor with a liquidity bucket model moves Europe closer to the GENIUS Act\u2019s reserve architecture.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UK-US Joint Statement committed both governments to exploring mutual market access for regulated stablecoins.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Singapore\u2019s multi-jurisdictional issuance proposals would allow MAS-SCS status for products jointly issued with GENIUS Act-compliant entities.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The HKMA and BNM established a joint workstream on compliant cross-border stablecoin use cases.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are not isolated bilateral initiatives.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are the incremental construction of a global compliance architecture for digital payment infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>My Take<\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I started The FinReg Chronicle because I believed the stablecoin compliance story was the most consequential regulatory story being told across the global payments landscape, and that it was not being told with the rigour and practitioner depth it deserved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fifty-two editions later, I am more certain of that than I was at the beginning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The year that just passed did not simply add regulatory frameworks to an existing market.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It built the infrastructure of a new global payments era, jurisdiction by jurisdiction, licence by licence, bilateral agreement by bilateral agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The compliance professionals who understood that this was happening, and built toward it before the certainty arrived, are the ones whose organisations are positioned to operate at the centre of what comes next.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ones who were waiting for the story to be simpler before they engaged with it are still waiting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The story was never going to be simpler.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was always going to be exactly this consequential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>About the
