Exchanges, issuers, custodians and payment providers are becoming key checkpoints for identifying users, monitoring transactions and freezing suspicious funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The trend suggests that governments are not necessarily trying to stop stablecoins. Instead, they are working to bring them under a regulatory framework similar to traditional financial infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>US Tightens Stablecoin Rules Under the GENIUS Act <\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The US Treasury has proposed regulations to implement the illicit-finance provisions of the GENIUS Act, the federal stablecoin legislation. The rules are designed to make stablecoin issuers and intermediaries more identifiable and accountable, reducing the possibility of anonymous transfers through regulated financial channels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>US Sanctions Show How Stablecoin Compliance Is Being Enforced <\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent enforcement actions highlight the approach. The Treasury sanctioned Iranian crypto exchanges Shelbit and Aban Tether over allegations that they helped facilitate financial activity connected to Iran\u2019s Islamic Revolutionary Guard Corps. Shelbit founder Siavash Kayvanpour was also sanctioned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reuters has reported that Shelbit processed billions of dollars in transactions over two years, including funds allegedly connected to gambling networks, Iran\u2019s central bank and the IRGC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The message from Washington is increasingly clear: stablecoins may operate on decentralized networks, but regulated intermediaries remain subject to sanctions and financial-crime rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UK is developing a two-tier framework for stablecoins. The Financial Conduct Authority has finalized rules covering fiat-backed stablecoin issuance and custody, while retail payment use will fall under payment-services regulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A separate framework is being developed for stablecoins considered \u201csystemic.\u201d These tokens could face direct supervision from the Bank of England and FCA because of their potential importance to the broader financial system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This approach reflects growing recognition that large stablecoins could eventually function as payment infrastructure rather than simply cryptocurrency trading instruments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Union has already demonstrated the power of regulation through its Markets in Crypto-Assets framework. Some exchanges have removed USDT trading pairs for European users, while compliant alternatives such as USDC have benefited from increased regulatory acceptance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Hong Kong and South Korea Expand Stablecoin Regulation in Asia <\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hong Kong is taking another approach by licensing stablecoin issuers under its Stablecoins Ordinance. The city has already approved two issuers, with regulated Hong Kong dollar stablecoins expected to expand their presence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Korea is also developing a digital-asset framework that is expected to include stablecoins and their role in financial markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the speed of blockchain transactions, much of the cost and regulatory friction remains at the points where traditional currencies are converted into stablecoins and back again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Banca d\u2019Italia experiment involving USDC transfers across several international corridors found significant variations in transaction costs and settlement times. The blockchain itself represented only a small portion of the overall cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This makes exchanges, banks and payment providers crucial regulatory checkpoints. As stablecoins become payment rails, governments can monitor the institutions controlling access to those rails.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Are Governments Building a Global Stablecoin Firewall? <\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The emerging global picture is therefore less about banning stablecoins and more about building a regulated firewall around them.
