Thune&#8217;s team has indicated that the bill remains a priority for September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delay could have consequences beyond Washington. Industry executives warn that jurisdictions including <strong>Hong Kong and Singapore<\/strong>&nbsp;now have additional time to position themselves as more predictable destinations for crypto companies, capital and talent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Vincent Chok<\/strong>, founder and CEO of <strong>First Digital<\/strong>, the issuer of the FDUSD stablecoin, said the postponement creates an opportunity for Asian financial centres that have moved faster on digital-asset regulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMarkets can adapt to slower timelines, but what they struggle with is prolonged uncertainty,\u201d Chok said. He added that the delay gives Hong Kong and Singapore more time to demonstrate that clear regulation can coexist with innovation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why Crypto Regulatory Clarity Matters to Institutional Investors <\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The concern is particularly relevant for institutional investors such as pension funds, asset managers and banks. These firms typically require clear rules around custody, market structure and regulatory oversight before committing significant resources to digital assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The US has faced criticism from parts of the crypto industry over what companies describe as a fragmented, enforcement-driven regulatory environment. The CLARITY Act is intended to provide greater certainty around the regulatory treatment of digital assets and the responsibilities of federal regulators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Maylea Ma<\/strong>, deputy general counsel at decentralized exchange aggregator <strong>1inch<\/strong>, warned that failure to advance the legislation could push the US crypto sector back toward \u201cregulation by enforcement.\u201d She contrasted the situation with the European Union, where the <strong>Markets in Crypto-Assets Regulation (MiCA)<\/strong>&nbsp;is already operational and provides companies with a more structured regulatory framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delay may therefore influence where crypto companies choose to launch products, establish operations and deploy capital. Businesses could increasingly build separate compliance strategies for different regions instead of relying on a unified global approach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>James E.
